This monument was unveiled in 1896 in the garden at Las Avenidas. Its subject, Elduayen, was an engineer from Madrid and parliamentary representative for Vigo for more than forty years. During this time important progress was made for the city such as railway from Vigo to Ourense, the steamship route from Vigo to the Philippines, the El Carmen Hospital, the road from Vigo to Baiona, and so on.
The pedestal is the work of Jenaro de la Fuente and is Neo-Greek in style. It is made up of a square base in a series of steps with four dados at the sides. Four statues represent the four ministries in which Elduayen held positions during his life in politics: Government, Tax and Finance, Marine and State.
A sculpture of the Marquis is on top of the pedestal, and is the work of Agustín Querol i Subirats. He is standing in a simple stance with an overcoat in his left arm and holding the blueprints for the port and the railway linking Vigo with inland Spain. The statue measures 2.70 m. in height and was cast at the Mesriere Workshop in Barcelona.
